Abstract

Background. In modern conditions the competitive advantages of the Russian economy and the possibility of its modernization, which is inseparably linked with the innovation activity, are largely determined by the accumulated and realized human capital. In the knowledge-based economy, it is vitally important to generate
high quality human capital needed for sustainable economic, social, cultural and natural development. For this purpose it is required to study and assess the state of human capital.
Materials and methods. Implementation of the research objectives was achieved on the basis of the analysis of the condition and tendencies of human capital development. 
Results. As practice shows, the quality of human capital of the Russian workers does not always correspond to the needs of the Russian business. Because of this there is a structural imbalance in the quality of human capital of the Russian workers and demand characteristics put forth by the business.
Conclusions. It is suggested to solve this problem by investments into formation and development of human capital.
